The function of the department is to provide a sustainable waste management system and to develop a litter free environment.
DSW to this end collects domestic, garden and industrial refuse. The Metropolitan Council is responsible for policy, planning, design of waste depots, transport of waste from the depots to landfills/incinerator, education and the disposal of solid waste. Local Councils are responsible for the collection of solid waste.
